Opposing groups of Northern settlers, planters and a combination of Eastern and Southern land speculator-politicians as well as immigrants from Europe sought to control the process of distribution of the Public Domain at the middle of the 19th century. For 16 years the question stimulated considerable debate at the U.S. Congress on the eve of the Civil war. The article is based on primary sources including “Congressional Globe” and materials of the National Archives.
