In the beginning of the World War II the USA changed their foreign policy from non-interference to interventionism. The American-British deal with 50 destroyers concluded on September 2, 1940 has become the first stage of the allies’ relations. That precedent initiated working on lend-lease legislation. Its basic purpose was to provide on mutually benefitial terms the military and civil equipment, raw materials and information technologies to those countries, whose help the president of the USA considered vital for a defense of the country.
