The epoch of the «New Deal» is an important landmark in the history of the United States. The scale and depth of the problems the country faced, demanded unconventional approaches to come to solution. The President F.D. Roosevelt was commissioned extra authority. The problem of the reorganization of the executive branch has become topical during these years. 1935-1936 — the years of active development of the administrative reforms. President Roosevelt formed the president’s committee on the 20th of March 1936. The purpose of it was to study the administrative management of the federal government. The very committee consisted of the authority specialists in the field of administrative problems: L. Brownlow, Ch. Merriam and L. Gulick. During numerous researches the plan of reorganization was created, which was submitted to 75th Congress. The activity of the president’s committee became the basis of government position in the whole complex of problems of the administrative reorganization.
