During the last fifty years an opinion prevailed among scholars that the Point Four Program, which was initiated by Harry Truman in his inaugural address in 1949, was insignificant and ineffective element of the American foreign policy. But recent research showed that this program was a very important and comparatively successful instrument of the creation of the postwar world order. Nevertheless, it is still unclear what role played the so called human factor in the genesis and realization of Point Four. From author’s point of view, it was Harry Truman who formed an exclusively favorable atmosphere for the creation of the team of such prominent individuals as Benjamin Hardy, Henry Bennett, Stanley Andrews. These individuals, united by common ideals and ideas of national interests, could provide planning, survival and fulfillment of the presidential initiative. However, different professional qualifications and personal qualities of the two heads of the program played a decisive role in the immature death of Point Four.
