During the days, following the Second Moscow trial, two American diplomats — the Ambassador Joseph Edward Davies and the Second Secretary of Embassy George Frost Kennan had sent the reports on this trial to the State Department. They based on different criterion and had the different opinions of the aim of this performance and the guilt of defendants.
