Аннотация
The idea of federalism is the subject of this article. The author explores different plans of federal republics in Enlightenment Europe, from Johannes Althusius and Charles Montesquieu to David Hume. Then the debates of the Constitutional Convention are investigated in order to see the evolution from the strict dichotomy «national/federal government» towards the theory of «partly federal, partly national» constitution, that is, towards the theory of modern federalism.
