Реформа американской системы социального вспомоществования в 1996-2002 годах: новые приоритеты
Аннотация
In 1996–2002 USA passed the first stage of reforming welfare or, in other words, the system of social provision. In the article, the intellectual basis of criticism of welfare system is investigated, where the stress was made on moral and psychological aspects of this problem. The law liquidated 62 federal programs, and provided changes, which would promote successful welfare reforming. The new law also extended rights and responsibilities of states, and made labor participation a requirement. The article analyzes the results of the reform. Its author concludes that despite of certain difficulties, the reform became one of greatest achievements of modern public policy politics.
