The Soviet Government promised to secure all rights of concessionaires, not to confiscate their property without arbitration and due compensation. However, all foreign companies met enormous difficulties in the USSR, and respective agreements were terminated long before their expiration. Major troubles were caused by limitations imposed by the Government upon repatriation of their incomes, and by the labor excessive demands. Documents from the National Archives of the United States reveal neglected truth about some of American concessions, including W. Averell Harriman’s manganese concession in Soviet Georgia.
