Fourteen years have passed since NAFTA went into effect on January 1, 1994, after a bitter public debate in all three North American countries. However, NAFTA in operation has proved no less controversial than NAFTA before ratification, for both supporters and opponents of free trade have cited experience with the agreement to justify their positions. Yet, in such a short period, USA, Canada and Mexico have built a market larger than, and almost as integrated as, the 27-nation European Union.
